May I suggest repairing the broken channels on the mixer. Then you can separate out the frequency bandwidths for melodica, voice, siren, etc.

Hi, I'm not sure whether you want to sample the voice or the rhythm. The album called Upsetters 14 Dub Blackboard Jungle has similar weird stereo panning: all vocals (not much but there is a little toasting), noises, chords on one side, all bass and drum on the other.
