If you have the cash and you want a high quality portable firewire card for laptop or desktop that will not let you down

For PC: RME Fireface 800
For MAC: Apogee Ensemble

I did a lot of research when looking at firewire cards and this seems to be a general consensus...

T-Racks is a good mastering tool if you know what you are doing. It also has a lot of presets it you don't :-) You also use Wavelab. Ideally, for mastering you shouls have an acoustically treated room and a decent set of monitors (e.g. genelec, dynaudio)

Dub Scientist - I have used Traktor a bit for DJ-ing. It is a very flexible program. It handles a range of filetypes. You can certainly run external audio (i.e. vox) through it. It has built in FX including Tap tempo delay. I am not sure about it being able to send out separate channels.. you might ...

RME fireface

The RME gear is great no doubt. I have used the Fireface a lot. It has good preamps, good A/D conversion and is very stable. It also has a nice feature that all the controls for the card can be controlled through a software interface. Very easy to set up and use.. to be recommended.. bit pricey but ...

What kind of Steinberger do you use? I just got hold of one recently. They are fantastic bass - made for dub ! I think you cant go wrong with a steinberger and ampeg combination - probably an SVT stack if budget allows!
