How to achieve this dancehall skank

Can anyone tell me how the skank sound was achieved on this old dancehall track by Shinehead:



Are they simply chords that (randomly) contain a detuned note? Or an extra note? Is it an effect or effects?

Any suggestions welcome!

Sounds like sloppy playing to me. It's really surprising how often it happens though.. :-)
I listened to the tune many times over the years and never noticed until today how many offkey notes there actually are. Maybe the player was struggling to fit his/her fingers on a keyboard with mini keys?
