How can I create this effect?

I can't seem to get near it using vst's, I've tried a number of digital delays, tape emulators, comb filters, ring modulators and reverbs but I've gotten nowhere so far.
Can anyone offer me any clues as to how to create this kind of reverb/delay, or offer any opinions as to what they might have used originally?
