How to make this Classic Dub Sound?
Keep it Mellow!
It sounds like the classic watery boing of a spring reverb (or at least the spring reverbs that give much of that sound). But there isn't anything much of the rest of a spring reverb sound. It could be a modified spring reverb or something else being hit or wobbled.
It's not anything to do with tape.

hmm
Do you know a good VST spring reverb?
Or do you have to have the hardware to get the sound like that? I've tried the "type4" spring verb, but it wasnt that "wet".

Listening to the sample it seems clear to me that the signal from the spring reverb was sent through an additional stereo reverb with a "room" type of setting loaded.
Apart from that I cannot hear another effect.
Maximum spring woblyness is only achieved if you are sending click-like snare sounds to the reverb (i.e. rim shots)
