there are free vst plugins to do just this: try
- mda stereo or
- KlangLabs Multiband StereoFaker

these plugins will not be able to create a stereo positioning of individual instruments or voices in the song but it will give the music "an overall stereo feel"

in order to use these plugins in soundforge you need a vst to dx converter plugin which is also available for free:
VST-DX Wrapper Lite from Spinaudio

hope this helps..
