The same melody, indeed. Lyrics are different though.
Since it is very common in Jamaica to have many version of a song I think this wouldn't qualify as a rip-off.
Whereas the Perry tune is from the late sixties the Stanley Beckford one was recorded no too long ago as it seems. The sound quality is cristal clear in comparison.

Men At Work were sucessfully prosecuted for just a few bars of flute that didn't sound to me very much like the thing they were accused of copying.

Yes, the Beckford recording is definitely later.
But I think it might be a cover (although it might be just a coincidentally same name):
