do you mean something like text to voice stuff. there's tone of apps to do this...most of them are fun but what you get - you get some crappy voices ..heh heh :) ... you sure can then process the audio files with effects, filter, vocoders etc... to create something interesting.
here's example: at@t Interactive Multi-Lingual Demo
there's a demo, where you can type in text and get .wav file right from that page.

you can simply search google for speech synthesizer and find the whole bunch of programs etc

My old Sound Blaster AWE32 had one :-)

"Text´ole" was the name I think, with
possibility to choose between diffrent
male and female voices,. I think they
could be usefull as a special effect,.

Sometimes the reading was very very
intertaining, aimed at the english
language, the results was very funny
when using it in Danish :-)

im specially interrested, in the one that Lee Scratch Perry used in the intro to "Inspector Gadget"("From the secret laboratory" lp) tune, maybe You know how to get a effect like this or which speech synthesizers to use, it sounds dope...

If it´s the robotic sound you mean
then try a vocoder, use "anything"
for both carrier and modulation,..

The more bands used the less robotic
