I HAVE A JAH TUBBYS PRE AND A HH TAPE DELAY WHICH I USE SEND AND RETURN ON THE DECK, AN AMAZING SOUND IF YOU CATCH THE VOCAL JUST RIGHT!!! HOWEVER I GET A LOT OF NOISE FROM THE DELAY, I'VE TRIED TAKING OUT THE EARTH, I'VE TRIED EVERY POSSIBLE VOLUME/TONE COMBINATIONS BETWEEN PRE AND ECHO AND STILL NO JOY
IS A CERTAIN AMOUNT OF TAPE NOISE USUAL? HAS ANYONE OUT THERE HAD SIMILAR PROBLEMS? I'M THINKING OF TRYING A NOISE GATE BUT I DONT LIKE TO COMPLICATE THINGS I THINK SIMPLICITY IS BEST IN A SOUND SYSTEM, LESS IS MORE KINDA VIBE
CAN ANYONE OUT THERE HELP???

What does your noise sound like? Is it hiss (shhhhhh) or humm (low frequency noise)?
Some hiss cannot be avoided with an analogue tape delay especially if you use long feedback (many repetitions).
Humm happens when the mains supply frequency and/or it's harmonics (50 Hz, 100 Hz, 150Hz, ..) cross over to your signal. Taking out the earth as you did can help sometimes but it's not recommendable as a permanent solution due to possible electric hazard!
Sometimes old amplifier circuits start humming more and more due to overaged components. In that case you need assistance from an audio repair specialist.

could be something near! PC or other gear.. also try to GO ONLY FROM ONE electricity connection (in the wall) into everything! (except notebook)
another thing may be old tape loop.. it will increase the noise!
mine has some too, than its about going LOUD into the delay but SILENT (aux really low set) back to mixing desk.... that works for most of these vintage stuff
